Jim received a Doctorate from Columbia University, with Undergraduate and Graduate Degrees from West Chester and Temple Universities. After a tenure teaching public schools in the Oley Valley School District he accepted a teaching position at Kutztown University in 1964. In 1968 he returned to his alma mater as a professor of music education. During his 28 year tenure at West Chester University his direction of the West Chester University Marching Band received national recognition as one of the finest bands in the United States. He also taught music education classes during his tenure at West Chester.

Jim founded the Marching Band Conference in 1968 as a summer skill camp for marching band directors and students. With the establishment of Music In The Parks in 1981 and Festivals of Music in 1982, the Educational Programs Network now offers a complete spectrum of educational opportunities for music students. Since his retirement from West Chester University in 1994, he has devoted his efforts full time to Festivals of Music and Music In The Parks as President of the Educational Programs Network.

Richard G. Wells

Richard received his Undergraduate Degree from West Chester University and an M.A. in Music from Columbia University. During his 39 years in music education, Richard has taught in the Kutztown and Owen J. Roberts School Districts as well as Kutztown University. One of his many accomplishments was the development of a jazz program at Kutztown University. Richard has been associated with Music In The Parks and Festivals of Music since their inception in the early 1980's.

Kathy Bird

A graduate of West Chester University with a degree in education, Kathy has been working for Educational Resources, which later became part of the Educational Programs Network, since 1981. Very active in high school and college music programs, she was a member of the "Golden Rams" Marching Band at West Chester University. As festival director, she coordinates programs for Festivals of Music and Music In The Parks

Kurt joined the Music In The Parks and Festival of Music staff in 1990 after teaching instrumental music for 13 years. With a B.S. from Indiana University of PA, a M.A. in Music Education from West Chester University, and an M.Ed. in Administration from Shippensburg University, Kurt has served on Middle States Evaluation Boards and as the Music Department Chairman of the Shippensburg Area School District. Kurt coordinates Music In The Parks and Festivals of Music events. He has served on the Board of Directors of the Student Youth Travel Association.

Rachel attended West Chester University where she majored in Music Education and was a member of the West Chester University Marching Band. Joining the staff in 1994, she is the Office Manager for the Educational Programs Network.
